The GTA covers a whole list of jurisdictions, Brampton included among them. In Toronto some places are licensed to give erotic bodyrubs, but outright nudity and services like odyrubs are not on the permitted list. Other places stretch the definitions of loosely-defined licensed activities such as "holistic services" to include the sort of rub you seek. Similar situations in Peel Region (which includes Brampton) and other parts of the GTA. York is famously tough.
The civic officials who enforce those licenses are like health inspectors in restaurants. They have their rules, and issue tickets if there are violations, but stuff that goes beyond their purview, they basically ignore. Which does not mean they won't have a word with the cops to keep an eye on the place.
The cops don't give a flying if the place has umpty-seven licenses; they enforce the Criminal Code and no one can 'license' criminal offences. So if they believe they've got what it takes to charge someone they will. It could be they don't care if the charges later get thrown out, if their goal was just to shut the place down.
Google and Search "bawdy-house" for the many, extensive discussions of how that applies to MPs wherever they are in the country. Basically, if sex acts are being exchanged for money in the place—and a HJ is a sex act, though the money part may be arguable—you can be in trouble just for being inside. And heaven help you if minors are involved.
But if no one's complaining, your LE is well aware that it has better things to do than bust well-run, discreet MPs that are already being 'policed' for health and cleanliness by the city.
