Is it inappropriate to introduce yourself to a girl at the gym?

I'm 21. There's a pretty girl my age at the gym. I've seen her several times (half a dozen), and we make eye contact each time- sometimes prolonged, sometimes brief. She's got her ear buds/iPod in all the time (she's either shy, or flat out not into making friends at the gym). As such, I'm apprehensive to disturb her during her workout just to say hi. At the same time, I feel like she's hoping that I open conversation. By now, she probably thinks I'm either a wuss, or a creeper.
I'm also unsure as to whether or not it's inappropriate or strange to approach a girl at the gym? Is it disrespectful toward the establishment?
What would you do? And girls, how would you feel? Is it bad to use the gym as a social meeting ground?

There are many occasions when guys have introduced themselves to me at the gym from the girls point of view i don't mind I'm a friendly outgoing person anyway and will usually make conversation with anyone who comes up to me just be friendly and don't try any lame pick up lines be friendly and be yourself i say go for it!!

You need to make an introduction without saying a word.
Sounds weird huh?
Well its not.
You have to let her know that you like her without being a creeper or a wus any longer.
Here is what you do:
Pay attention to what she drinks and buy one for her....if she never drinks anything, fine....just get a cold bottle of water for her.
Do not expect her to take her ear buds out or even to speak to you. You are only making an opening gesture.
When she is busy working out get her a drink. Walk over in front of her, be pleasant, confident, give her a quick smile and hand her the drink. If she says no or waves you away just sit the drink down on the floor in front of her machine. DO NOT WALK AWAY WITH THE DRINK.
It is a gift and she can do with it what she pleases. She may ignore it totally and walk away, or she may take her ear buds out and chat with you. Either way leave the drink with her.
It is just an ice breaker.
Don't hang around expecting some big thank you or even that she stop and talk with you. You are just being nice and buying a pretty girl a drink much like you would at a bar.
This is a very harmless gesture that demands no further contact if she wishes to not be bothered.

I dont think that its bad to introduce your self at the gym. Its like doing it in a libary, you both went there to do the same thing, its no wrong to try to make some conversation. But as for the way she goes to the gym, she mostlikey is using her ipod to just let go from everything, maybe she isnt there just to exercise.

thats a tough one. personally, i dont want to be bothered while working out at the gym. thats my "me" time. however, i also go to an all woman's gym for that reason, and i'm in a committed long term relationship. I think if i was single, my opinion might be different. I think maybe don't go up to her while shes in the middle of a run on the treadmill or whatever, but maybe when she stops for a drink of water or something. Lots of people meet others at the gym, and i do think its a much healthier place to meet than at say a club. I would aslo not just go up and say "hi" I wiould probably say "hello, my name is ____. Did you wanna maybe go grab a coffee after working out?" or soemthign like that. when she has the ear buds in though, i think its a good sign that she doesnt want to be disturbed... but its worth a try. The worst that could happen, is that perhaps she turns you down. and your right back where you are now no loss relaly. I know i kinda ran in circles there, but i think you should give it a try

Don't just walk up to her and say "hi" to her, especially in the middle of her workout. Try using an exercise machine close to her and if you two end up looking at each other again, try to start a conversation with her.
