Found this quote from the Edmonton Police Dept website....

Massage parlours:
It is not illegal for an individual to work for a massage parlour as long as they are licensed to do so by the city. Further, engaging in non-sexual services while working for the parlour is not illegal. A masseuse who actually just gives massages is not doing anything illegal. Performing sexual services in a massage clinic may be illegal if the police can prove the clinic is a place which has as its purpose prostitution. If it is implied that a sex act is available but will cost the client extra and a discussion ensues about price for sexual services the masseuse and client are committing an illegal act (communication for the purpose of prostitution -- s. 213) unless the discussion occurs in a massage room. In that case, no illegal act has been committed.

Am I to understand then that as long as the discussion for FS takes place once the massage has begun and you are alone inside the massage room then no prostitution law can touch you?

As long as it is in a massage room with an attendant behind a closed door, you should be fine.

I don't believe you have to partake of the massage for the discussion to take place. That way you can chat with a few of the ladies and see what they offer and what you like without paying for a massage from each one. That has been my experience anyways.

There is no Solicitation Charge in private; however, every MP in Edmonton could be charged with being a Common Bawdy House and the SP's and Clients in the place at that time could be charged with a criminal offence for being a Worker or Inmate in a Common Bawdy House. This is how LE closed down Vish and Peter. It appears they only act when someone complains.
